The Groundwater Reduction Program (GRP) is committed to
conducting ongoing research, so that the best, safest and most
cost-effective decisions are made regarding water solutions for
the citizens of Montgomery County.
The resources in this section of the site include comprehensive
construction and conservation information, as well as
environmental studies and engineering research conducted to meet
the Lone Star Groundwater Conservation District’s groundwater
reduction mandates. Some of the studies are extremely technical,
but we want you to have every possible resource at your
disposal. Please feel free to contact us if you have any
questions. We’d be happy to guide you through the work we have
done.
SJRA White Paper and Talking Points regarding Catahoula Aquifer
November 1, 2011 – There has been much public discussion and speculation lately about the feasibility of the Catahoula Aquifer as a primary water source for Montgomery County. The SJRA’s position on this issue is outlined in the documents below.

(And the Potential Impact on Lake Level).” This article provides an overview of the SJRA’s proposed groundwater reduction program and an analysis of the potential impact on water levels in Lake Conroe.
JOINT GROUNDWATER REDUCTION PLAN
May 5, 2011 – Below you will find links to the SJRA Final Joint Groundwater Reduction Plan (GRP). The final GRP was presented to the GRP Review Committee at its regular monthly meeting on Monday, February 7, 2011, at which time the Review Committee voted to recommend the draft GRP for approval by the SJRA Board of Directors. The final GRP was presented to the SJRA Board of Directors at its regular monthly meeting on Thursday, February 24, 2011, at which time the Board approved the final SJRA Joint Groundwater Reduction Plan including Water Conservation Policy, Drought Management Policy, and Water Reuse Policy and to authorize the General Manager to submit it to the Lone Star Groundwater Conservation District in compliance with the District’s Regulatory Plan Phase II(B). Background and Historic Documents Related to GRP Contract
April 13, 2010 – Below you will find links to the latest draft of the GRP Contract (as of noon 4/13/2010) and a redline version of the contract showing the changes from the draft dated December 21, 2009. This draft incorporates changes made in response to comments from the City of Conroe and a number of other LVGUs. This is a draft only and is subject to further revision. In the near future, we will be sending out instructions that will explain the steps for preparing and executing a final contract.
December 21, 2009 – The files below contain information related to the SJRA’s proposed Groundwater Reduction Plan (GRP) Contract. The GRP Contract is offered to all Large Volume Groundwater Users (LVGUs) in Montgomery County and establishes a legal mechanism by which LVGUs can join the SJRA’s GRP and achieve compliance with the Lone Star Groundwater Conservation District’s groundwater reduction regulations.
March 10, 2010 – Comments Submitted to SJRA Regarding the December 21 Draft of the GRP Contract. The SJRA received the following comments related to the draft GRP Contract released on December 21, 2009. Our original intent was to receive all comments by March 1, 2010, and then prepare and distribute a new draft of the GRP Contract by mid-March. Because of a continuation of contract discussions with the City of Conroe, there will be a short delay in the finalization of the new draft. We anticipate sending out a new draft of the GRP Contract on or about March 25th together with our responses to various comments submitted.
Joint SJRA / Conroe City Council Meeting
On February 16, 2010, the SJRA Board of Directors and the Conroe City Council held a joint meeting at the Lone Star Convention & Expo Center. The SJRA’s presentation for the meeting is linked below. Additional documents may be added as they become available.

Montgomery County groundwater users should review the update as they plan for future compliance with groundwater regulations adopted by the Lone Star Groundwater Conservation District

The files linked below constitute the SJRA’s Final Joint WRAP Part II submitted to the LSGCD on March 2nd on behalf of 198 Joint WRAP participants. The first file is the main body of the report including figures, and the additional files labeled as appendices and exhibits include various maps, tables, drawings, and additional reports that make up the complete Joint WRAP Part II.
Joint WRAP - Part I
The document linked below is the SJRA’s Joint WRAP-Part I that was submitted to the Lone Star GCD on August 28, 2008. The Joint WRAP was submitted on behalf of 198 participating large volume groundwater users. The file is fairly large (9.2 MB), so a high-speed connection is recommended for downloading. If you do not have the ability to download the file, you are welcome to stop by the SJRA office to receive a copy on cd-rom.
This document is an 8-page, 8.5 x 11 brochure containing an executive summary of the Joint WRAP-Part I along with a list and map of the 198 participants. The document is designed to be printed DOUBLE-SIDED on 11x17 paper and then folded in the middle to create an 8.5 x 11 booklet.
